Penelope rules over this castle. However, she has no actual governing power, and is not even aware of her royalty. She is imprisoned in her throne room, which she believes is an ordinary house, and kept in bed all day by a man she believes is her guardian. He spoils her rotten, but will not let her get out of bed, let alone leave the house. In a sense, the only two things she aren't allowed are freedom and human dignity.
In actuality, this guardian is one of several men stationed all throughout the castle to guard and maintain it. They all collectively serve as regents and have all the real power. If Penelope wanted to escape her castle and jump off the courtyard and down into the ocean, she would need to systematically execute all of her regents. Well, not all of them, necessarily. Only the ones in her way have to go. But why not go for a high score, right? Why not scour every corner of the castle and kill every last one of those suckers? It would be fun.
